Q. What number do I call in the case of sudden illness?
A. To call an ambulance, dial 119
If you suddenly fall ill during the night and are in great pain, or if you are badly injured in an accident, you will need to call an ambulance and go to a hospital emergency room.
To call an ambulance, simply dial 119. However, please note that "119" is the number for the fire department, so you will first need to let them know whether there is a fire or if you need an ambulance. If you are calling from a payphone, press the red emergency button on the front of the phone and then dial 119. You do not need to insert a coin or telephone card.
Q. What number do I call in the case of theft or other crimes?
A. To call the police, dial 110
If you find that things have been stolen from your room or you are threatened into giving money and you need to call the police, simply dial 110. State your name and address clearly and explain the reason for your call. If you are calling from a payphone, press the red emergency button on the front of the phone and then dial 110. There is no need to insert a telephone card or coins.
Q. What number do I call in case of a fire?
A. To call the fire department, dial 119
If there is a fire in your room or neighboring room, you may not be able to put the fire out by yourself. Be sure to yell "Fire!" (Kaji da!) to alert your neighbors.
If there is a danger of the fire spreading, call the fire department immediately. To call, simply dial 119. If you are calling from a payphone, press the red emergency button on the front of the phone and then dial 119. You do not need to insert a telephone card or coins.
Q. What should I do if I am involved in a traffic accident?
A. i) Get medical help
If there is a critically injured person, call an ambulance by dialing 119 and have the injured person transported to the hospital for treatment. Even if you do not think you are badly injured at the time, pain may increase after time or you may suffer after-effects. Therefore, if you are involved in a traffic accident, make sure to visit the hospital for diagnosis and treatment.
City and ward offices offer public welfare programs to assist those who have traffic accidents. Any foreigner with an alien registration card can join the scheme. The benefits and other specifics differ slightly according to the location. However, this assistance is offered even to those who have non-party accidents, such as injuries suffered from a bicycle fall. It is an inexpensive program to join, so it may be advisable for those who ride bicycles to join. For details, contact the traffic accident mutual benefit desk at the city or ward office in your area of residence.
ii) Alert the police by dialing 110 and submit an accident report.
There are two things that are extremely important in the case you are involved in an accident:
• Be sure to get the name, address and telephone number of the other parties involved in the accident
• Notify the police and request their attendance
To call the police dial 110. The police will arrive on the scene and write a police report. The police report is proof of the accident's occurrence and is very important in determining who is responsible for the accident. Witnesses' statements are also important.
iii) Settlement of medical fees and other compensation for damages
After medical treatment is completed, it will be necessary for the victim and the person responsible for the accident to negotiate and settle the amount to be paid as compensation for medical treatment and damages. This can be a very complex process regardless of whether you are a victim or the person responsible for the accident. It is advisable that you ask a person whom you know very well and who can act on your behalf for assistance or get advice through a counseling center.
Q. What should I do if I am the cause of an accident?
A. Traffic accidents can occur when you are riding a motorcycle, bicycle or even just walking down the street. If you are the party responsible for the accident, please note the following:
  • If the other person involved is injured in the accident, take the person to the hospital for treatment or take necessary steps to have the person transported. At the same time, be sure to notify the police of the accident.
  • Let the other party know your name, address and telephone number, and get the same information from the other party.
  • Contact and consult with a Japanese person that you know very well (your teacher or guarantor) for advice on how to deal with the situation.
If the victim is injured, the person responsible for the accident will be held liable for payment of medical fees and compensation for damages.
